By default, non-admins cannot SSH from remote systems into Mac OS X even if "Remote Login" is enabled in System Preferences / Sharing.
I found an article that mentions how to fix that here. Here's the essence, distilled:
$ sudo dseditgroup -o edit -a $user -t user com.apple.access_ssh
Where $user is, obviously, the username of the user you wish to get access.
